Use of Title I Teacher as a Substitute
This information is taken from policy letter:  Dec. 17, 1999 issued by the Department of Education.

When no substitute teachers are available from the District Office, it is permissible to use Title I funded teachers, on a rotation basis, as substitute teachers in the regular classrooms if similarly situated staff are also used as substitutes (ELL, Special Education, prep, Counselor, etc.).  However, Title I programs in Targeted Assistance Schools may not be harmed in order for the Title I funded teacher to do substitute teaching.  Substitute teaching, under this condition, may be performed only during non-teaching periods (prep).

A school operating as a Title I Schoolwide Program is allowed to use personnel paid with Title I funds as substitutes and to cancel whatever classes they would normally teach.
