The Office of Funded Programs has just completed a federal monitoring visit from the U.S. Department of Education (USED). The meeting began on Wednesday, March 28th at 8:00 AM. with an introduction from Matthew Mohs. Following the introduction USED staff broke into small groups monitoring the Homeless Education Program, Neglected and Delinquent Education Programs, Instructional Support (Schoolwide, Targeted Assistance, Supplemental Educational Services (SES), School Choice, Parent Involvement and Fiduciary aspects of our programs), SES providers, and parents from various schools. In addition, four Title I schools were chosen to be interviewed about the process of school improvement for schools not making AYP.

When a federal monitoring visit occurs, monitors are actually monitoring the State Education Agency (SEA). Monitoring assesses the extent to which States provide leadership and guidance for local educational agencies (LEAs) and schools in implementing policies and procedures that comply with the provisions of the Title I, Part A, N or D, and Homeless statutes and regulations. To do this federal monitors look for evidence at the Local Education Agency (LEA) level. When the LEA is in compliance, the SEA is also seen as being in compliance with the law. When there is little or no evidence to support a monitoring indicator at the local level, the SEA is found to be out of compliance and is cited. Often that means that the SEA must develop a corrective action plan which in the end will impact the actions of the LEA.

Overall, the monitoring visit went very well and SPPS programs really shined. Many compliments were given during the course of the day long visit. Our office took many examples from Title I schools and the work that is being done by everyone at the schools. With that in mind, the Office of Funded Programs would like to congratulate all of you for your hard work and commitment to the children of our district. Our attention to following the regulations and the intent of NCLB ensures that federal funds are used so all children have a fair, equal, and significant opportunity to obtain a high-quality education.
