N & D Sites

 

The following Neglected or Delinquent programs within Saint Paul Public Schools are served by Title 1:
 
Boys Totem Town is a residential correctional facility, supported by Ramsey Count Community Corrections, for males who have been adjudicated delinquent by the courts. Residents are admitted to the program year round as a consequence for criminal behavior. The long-term residents’ stay ranges from 4-12 months, with the average stay being approximately 6.0 months. Boys Totem Town is able to serve 66 students in its open campus. The school program includes general and special education services; vocational exploration, GED testing and planning for long-term educational goals (i.e. high school and post secondary options). Educational instruction is provided in all required content areas and career studies, in the full day school program. All students need to progress through their individual behavioral treatment plan and demonstrate successful level completion before transitioning back into the community. 
 
Kohler Hall is a part of the on-site program of Boys Totem Town. This secure facility, which houses 2
licensed teaching staff, includes an orientation program, where all intake assessments and pre-planning occurs for the residents committed to the long-term program at Boys Totem Town. The second classroom at Kohler Hall is the Recovery Program. Students in this extended length, short term work program, will stay for a minimum of 7 days up to a maximum of 45 days. Kohler Hall is able to provide services to 20 students within their two classrooms, both of which participate in a full day academic school program.
 
Juvenile Detention Center is a detention facility serving both males and females. Of the approximately 1200 juveniles admitted per year, about 400 of those students will be enrolled in the Juvenile Detention School program. Juvenile Detention Center has three components: the first component provides a short term stay, Detention, serving both boys and girls who have been arrested and are awaiting court appearances. Their duration of stay ranges from a partial day to a month or more, with the average length of stay being 7-8 days. The second component is a sex offender program, Quest, for males receiving intensive correctional treatment. Students are in this program and school for approximately 12 months. The Amicus/Radius 90 day program is for juvenile female offenders, ages 13-18, who meet certain risk assessment criteria.
 
New Connections provides day treatment for adolescents, ages 13-18, identified as having chemical health issues. Primary treatment success is based on the student completing the first 5 steps of the Alcoholic Anonymous 12 Step Method. If successful, students can be in the program 20 days or more, and then graduate to the Continued Outpatient Program to complete the remaining steps, followed by placement back in their regular school setting. Students receive 3.0 hours of academic instruction, provided by a special education teacher, in order to meet their regular and/or special education needs. The remainder of the day is spent in group and individual therapy.
 
Options Day Treatment is for adolescents, aged 13-18, who are diagnosed with both chemical use and mental health issues. To be successful, students must complete four phases of the program. With each phase being two weeks in length, a student’s stay will be 8 weeks or approximately 40 days. In order to meet a student’s regular and/or special education needs, each student is provided with 3.0 hours of academic instruction from a special education teacher, with the remainder of the day being spent in individual and group therapy.
